Tubes for the Food Industry vs Cosmetic Tubes – What Actually Sets Them Apart

A tube for mayonnaise and a tube for hand cream can look almost identical – yet they fall under entirely different legal regimes, material requirements and quality tests. The difference isn’t in appearance. It’s in what happens inside the packaging. If you work with mustard, mayonnaise, tomato concentrate, honey, spreads or sauces, you need more than a tube that looks right on the shelf. You need packaging designed, tested and documented for direct food contact. Read on before you move your food product into a tube format.

The same packaging format, a completely different regulatory regime – why does it matter?

At first glance, the difference between food and cosmetic tubes may seem minor. Both can use similar shapes, caps, shoulders, barrier layers, colours and printing techniques.

That visual similarity can be misleading. A cosmetic tube is assessed under cosmetic product legislation, while a tube for the food industry must comply with rules for food contact materials. This changes the way raw materials are selected, how migration is tested, how documentation is prepared and how each production batch is released.

Food contact regulations – a different framework from cosmetics?

Food contact tubes in the European Union fall under Regulation (EC) 1935/2004. This regulation sets the general safety rule for materials intended to touch food: the material must be inert enough not to transfer substances to food in quantities that could endanger human health, change the composition of the food in an unacceptable way or damage its taste and odour. For plastic tubes, Regulation (EU) 10/2011 adds more detailed requirements for plastic materials and articles. These include migration limits, authorised substances and testing conditions matched to the intended food application.

This is a different framework from cosmetic packaging. Cosmetic tubes are linked to Regulation (EC) 1223/2009, which focuses on cosmetic product safety, prohibited and restricted substances, product information and safety assessment.

For food packaging, the core checks usually cover:

  • overall migration from the plastic into food or food simulants;
  • specific migration of individual substances with defined limits;
  • authorised substances used in plastic food contact materials;
  • intended food type, filling conditions and storage conditions;
  • organoleptic safety, including taste and odour transfer.

A cosmetic tube may be tested for compatibility, stability, leakage, decoration resistance and formulation interaction. These tests are serious, but they do not replace the food contact migration regime. This is why a tube approved for cream, lotion or gel cannot automatically become a food contact materials tube for mayonnaise, ketchup or honey.

Expert tip: before you brief a tube supplier, define the food type, fat content, acidity, filling temperature, storage time and expected shelf life. These details decide which tests and material choices are relevant for your project.

The Declaration of Compliance – a document cosmetic tubes don’t require?

The Declaration of Compliance is one of the clearest regulatory differences between food and cosmetic tubes. For plastic food contact packaging, this document confirms that the material or article complies with applicable requirements, including Regulation (EU) 10/2011. Without a valid DoC, packaging cannot be treated as legally ready for food contact use. For a brand manager or R&D team, this is not a formality but a gatekeeping document.

Cosmetic tubes are not subject to an identical DoC obligation. A responsible manufacturer can still provide technical documentation, quality confirmations, specifications, batch traceability, compatibility support and production records. These documents matter, but they are not the same as Declaration of Compliance packaging documentation required for plastic food contact materials.

Recycled content in food packaging – why is it far more restricted?

Recycled content in food-contact packaging is much more restricted than in cosmetic tubes. The reason is simple: a recycled material that touches food must be controlled against contamination risks coming from previous use, collection, sorting, recycling and processing.

Key points to check before choosing recycled plastic for food tubes are:

  • the recycling process must be suitable for food contact use;
  • the recycled stream must meet strict input and decontamination controls;
  • the final material must pass the relevant safety and migration checks;
  • the packaging must be supported by correct compliance documentation.

This is very different from the cosmetic segment. In cosmetics, PCR content at 30%, 50%, 70% or even 100% is already a mature and widely used option for many tube projects. Sensory testing – why do taste and odour transfer matter most in food packaging?

A food tube must protect not only safety and shelf life, but also the sensory profile of the product. A mustard, mayonnaise, ketchup, fish paste, tomato concentrate, honey or jam tube can fail if the packaging transfers even a slight off-taste or off-odour to the food.

This requirement is almost absent from the world of cosmetic tubes. In cosmetics, the priority is usually formulation stability, active ingredient protection, fragrance compatibility, colour stability and resistance to separation or degradation. A vitamin C cream or retinol serum needs protection from oxygen, light or material interaction, but the user does not eat the formula. Food packaging faces a different quality risk because taste and smell are part of product acceptance. If the tube changes the sensory profile, the packaging has not done its job.

Ekspert radzi: do not leave sensory testing until the last stage of a food tube project. Run it early with the real product or a representative formulation, especially for acidic, fatty, aromatic or strongly flavoured foods.

Barriers and pigments – same technology, different purpose?

Barrier technology can look similar in both food and cosmetic tubes. Layers such as EVOH may be used in both segments, but the reason for using them changes with the product inside.

In food packaging, a barrier layer often protects against oxygen ingress, oxidation, rancidity, aroma loss and product degradation. This matters for sauces, pastes, spreads, products with fats and recipes sensitive to oxygen exposure. In cosmetic tubes, the same barrier logic may protect an active ingredient that reacts with oxygen or light. The technology may be shared, but the performance target is different.

Pigments and colourants also need careful checking:

  • a pigment accepted for cosmetic packaging is not automatically accepted for food contact;
  • food contact colours must match the correct compliance route;
  • intense colours may require additional migration or regulatory verification;
  • printing inks must be selected with the food application in mind;
  • internal layers should be designed to reduce direct risk to the product.

This does not mean food tubes must look plain or limited. It means the visual concept has to be built together with the compliance concept. Strong shelf impact is possible, but it must not compromise food-grade tube requirements or the safety of the packed product.

It supports the legal placing of the material or article on the market for food contact use. For R&D and quality teams, it is a key document in supplier approval and internal release. Cosmetic tube documentation is important, but it is not the same legal instrument.

3. Can a food tube contain recycled plastic content?

A food tube can contain recycled plastic only when the recycled material and process meet strict food contact requirements. The recycling route must be suitable for food contact use and supported by proper compliance evidence. This is much more restrictive than cosmetic PCR tube projects. Do not assume that PCR levels used in cosmetics can be copied into food packaging.

The difference lies in the compliance route, testing scope and intended product risk. A cosmetic tube may protect an active ingredient, while a food tube must also protect the safety and sensory quality of edible content. The same structure is not automatically suitable for both segments.

6. What is the difference between food and cosmetic tubes in supplier approval?

For food tubes, supplier approval should include food contact compliance, migration data, DoC availability, traceability and suitability for the specific food type. For cosmetic tubes, the approval process focuses more on formulation compatibility, aesthetics, stability, decoration resistance and product safety documentation. Both routes require discipline, but the legal basis is different. This is why one specification should not be reused without review.
